Install Andor Neo SDK3 in Windows

We suggest using MSYS2 instead of Microsoft Visual Studio to build examples using the Andor SDK3 for Windows. Run the AndorSDK3*.exe file, which extracts to $Env:ProgramFiles/Andor SDK 3 and reboot. Then try fast simple cross-platform example Andor sCMOS C++14 code for Andor SDK3.
